What is TLSNotary?

A technique that uses the TLS (HTTPS) session between an oracle and a web server, splitting cryptographic material so a third party can attest the oracle really received a given response from that server.

It is a concrete authenticity proof: the oracle cannot forge what the website returned, so the contract can trust the source rather than the oracle's goodwill.
