What is the NOUMENA Runtime?

The engine that executes NPL protocols, guaranteeing transactional safety and exactly-once processing while emitting lifecycle events to external systems.

It publishes an event only after the associated business logic is successfully committed to the database, so events are never sent for work that didn't actually happen. It also runs the internal scheduler that fires obligations on time.
