What is the difference between a functional right and an access scope (in Noumena)?

A functional right defines what actions a user may perform (e.g. approve an onboarding); an access scope defines which data or instances a user may view and interact with (e.g. only Europe customers).

Both are represented as claims and must be combined in a party to be useful. Two users can hold the same functional right but different access scopes — able to do the same thing on different data — which is the core of Noumena's authorization concept.
