What is latency (of a blockchain)?

The delay before a transaction is confirmed and can be relied upon — slow on permissionless chains, faster on permissioned ones, fastest on a central database.

It is distinct from throughput (volume per second): latency is the wait for one transaction to settle. Waiting for confirmations trades higher latency for stronger finality.
