What is deontic logic?

The logic of permission and obligation — what may be done and what must be done — as opposed to logic about what simply is true.

It is the conceptual foundation of NPL: modelling a business process as who is permitted and who is obligated to act, rather than as arbitrary procedural code, is what makes Noumena authorization concepts explicit and auditable.
