What is a permissionless blockchain?

An open, decentralized chain (Bitcoin, Ethereum) where anyone can join as reader or writer at any time, with no gatekeeper controlling membership.

The defining axis is who controls the writer set: nobody. It is the right model when writers are mutually distrusting and possibly unknown, at the cost of heavy consensus and low throughput.
