What is a permissioned blockchain?

A chain where a central authority grants individual peers the right to write and/or read, restricting who may participate (Hyperledger Fabric, R3 Corda).

Admission is gated, but the writers can still be mutually distrusting — consensus, not trust, keeps the shared state honest. Remove the mutual distrust and it adds nothing over a shared database.
