What does TTP (trusted third party) mean?

A central party everyone agrees to trust to arbitrate or keep the books — a bank, a payment processor, a notary.

The whole point of a blockchain is to avoid needing one. In the "do you need a blockchain?" test, if an always-online TTP everyone accepts exists, it can just run the database and no blockchain is needed.
