A writer changes the stored state — a consensus participant/validator that appends blocks; a reader only submits, reads, or audits transactions without extending the chain.

The decision procedure turns on the writers: how many there are, whether they are known, and whether they trust each other. Readers only decide the final public-vs-private question.
