Swiss women won the vote in federal elections only on 7 February 1971, when the (male-only) electorate finally approved it — a dozen years after rejecting the same measure in 1959, and strikingly late for Western Europe. Direct democracy cut both ways: because every such reform needed a male majority, change came slowly, and the last holdout canton, Appenzell Innerrhoden, was forced to admit women to its cantonal votes only by a Federal Court ruling in 1990.
