At CERN, the European physics lab, in 1989, Tim Berners-Lee wrote a proposal titled "Information Management: A Proposal" to link documents across computers using hypertext — his manager famously scrawled "vague but exciting" on the cover and let him build it. By 1990–91 he had created the three pillars that still run the Web: HTTP (how browsers and servers talk), HTML (how pages are written) and the URL (how every page gets an address), plus the first browser and server.
