What is the IAM regulator, and in which forms does it appear?

The IAM regulator is an actor that defines the legal, procedural, organisational or architectural and technical framework within which IAM must operate, taking all stakeholders' interests into account.

It appears as IAM governance (defining the IAM policy for an internal or external system), as the legislator (legal framework) and as the standardisation body (norms and guidelines for process, architecture and technology). Regulators can act inside one organisation or across organisations.
