What is a resource, what is a digital resource, and who is the resource owner?

A resource is a service or data a subject can access, including physical resources such as buildings controlled by IT; a digital resource is the identity of a resource, with an identifier (often a URL or URI) unique within a namespace; the resource owner (Ressourcen-Verantwortlicher) is the body responsible for the resources a relying party manages, such as the application, service or data owner.

Resources fall into three kinds: public (freely accessible), hidden (no authentication but known only to some, like a Google Doc link) and protected (authentication and authorisation required).
