Switzerland is a federation of 26 cantons — 20 full cantons and 6 "half-cantons" (the paired Obwalden/Nidwalden, Basel-Stadt/Basel-Landschaft and Appenzell Ausserrhoden/Innerrhoden), each half carrying half a seat in the upper house and half a weight in referendums.
